Purchasing & contracts

A contract, a purchase order and a payment are not the same event.

Delaware’s procurement portal provides access to bids, existing contracts and related financial reports. A contract can establish terms or a ceiling; a payment dataset records amounts paid. A responsible comparison should link the vendor, agency, contract identifier, period and payment records before describing total contract spending.

What to keep in view

  • Use the procurement portal for solicitations and contract records
  • Use the State Checkbook for recorded payments
  • Avoid calling a contract maximum “money spent”

We distinguish a source’s reported observation from our interpretation. Where an update is preliminary, approximate or not comparable across geographies, we say so. This page is an explanatory guide, not an official government notice or professional advice.
